Biography - Harold Paul Luks

Harold Paul Luks, former Chairman of NCSJ (2000-2002), previously served as a Vice President and has chaired NCSJ’s Jackson-Vanik Committee. He has traveled to meet with community and government leadership in Russia, Ukraine and Belarus, has chaired or participated in numerous meetings with U.S. and foreign government officials in Washington, DC, and has often been instrumental in advancing NCSJ’s legislative agenda.  


He was a member of the Board of the Charles E. Smith Jewish Day School in Rockville, MD, and of the Jewish Community Council of Greater Washington.  He has written about the emigration of Jews from Arab states to Israel and helped to prepare Clark Clifford’s account of why President Truman recognized Israel. In February 2001, he participated in the Israel leadership mission of the Conference of Presidents of Major American Jewish Organizations.

 

An international trade specialist, Harold concentrates on U.S. trade policy and regulation involving export controls, customs, preferences for developing countries, and U.S. trade and economic relations with Israel. Harold was with the Washington, DC, law firm of Arnold & Porter for 16 years.  Subsequently, he joined the firm of Feith & Zell and in January 2002 co-founded Poliner & Luks, LLP, a firm specializing in international trade matters located in Washington, DC.  

Harold was previously a staff member of the Foreign Affairs Committee (currently named the International Relations Committee) in the U.S. House of Representatives, and served as an advisor to the National Academy of Sciences on international competition in advanced technology and on U.S. export controls. Harold has published widely on these subjects.  

Harold has served as a member of the President’s Export Council, Subcommittee on Export Administration ("PECSEA"), the senior advisory committee to the U.S. Government on export controls. Earlier in his career, Harold was a Senior Policy Advisor to the Under Secretary of Commerce and Legislative Assistant to Senator Abraham A. Ribicoff.

 

Harold and his wife, Debra, have three children ranging in age from ten to 21, and they live in North Bethesda, MD.
